TRAFFIC: Flooding concerns close Mon Wharf parking area

Traffic restrictions:

Mon Wharf parking — The Mon Wharf is closed Tuesday to commuter parking in Downtown Pittsburgh due to the possibility for flooding.

The Pittsburgh Parking Authority said it closed the lots as a precaution. A flood advisory for the area has expired, but more rain is forecast before noon, according to the National Weather Service. The Ohio River is now expected to crest at 19 feet by late morning or early afternoon. The river begins to spill onto the wharf at 18 feet.

Additional parking is available at the First Avenue Garage and Second Avenue Plaza lot.

Route 28 — Road work has closed a lane along southbound Route 28 in Aspinwall through Nov. 10. Single-lane and shoulder restrictions will occur between the Delafield Avenue (Exit 7) and Highland Park Bridge (Exit 6) interchanges, weekdays from 9 a.m. to 2 p.m. Crews from Robinson Pipe Cleaning Company will conduct storm sewer inspection and cleaning operations.

Camp Horne Road — Lane restrictions on Camp Horne Road and Gass Run Road in Ohio and Ross townships will continue according to the following schedule: Gass Run Road restrictions will occur from 7 a.m. to 5 p.m. weekdays through Nov. 13 on the bridge below I-279 for cleaning work.

Clinton Road Bridge over I-376, Findlay — Reduced to a single 10-foot lane in each direction as crews begin bridge reconstruction work. Restrictions through late December. Also, westbound I-376 ramp closures will occur during this work.

East Street Bridge, North Side — The bridge over Interstate 279/Parkway North is closed to traffic through Dec.14 for rehabilitation work.

No southbound traffic on East Street is allowed beyond Lareda Street. Detours will be posted, using East Street to the Venture Street on-ramp to southbound I-279, then take the East Street North 28 (Exit 2B) off-ramp and continue straight onto East Street.

Also, motorists traveling northbound on Madison Avenue will not have access to the bridge. The work is part of PennDOT’s $87.94 million I-279 Parkway North improvement project.

Elizabeth Bridge (Route 51), Elizabeth, Jefferson Hills and West Elizabeth — Single-lane restrictions in each direction weekdays from 9 a.m. to 3 p.m. through April 2018. Crews will conduct shielding and paint containment installation. Also, single-lane restrictions on Route 837 (State Street) and associated ramps.

I-279/Parkway North — Shoulder closures will occur weekdays from 9 a.m. to 3 p.m. on northbound I-279 and from 10 a.m. to 3 p.m. on southbound I-279 between the Camp Horne Road interchange and the Fort Duquesne Bridge for work on light fixtures through mid-November.

▪ Ramp restrictions through November on the North Shore off-ramp (Exit 1B) from southbound I-279. Detours will be posted.

Interstate 376 — Long-term lane restrictions on westbound Interstate 376 in Findlay between Business Loop 376 West/Moon (Exit 57) and the Airport/East PA Turnpike 576 (Exit 53) interchanges, reduced to two 11 foot-wide lanes. The new configuration will be maintained through mid-November as crews reconstruct the concrete roadway, and conduct bridge and ramp repairs.

▪ Also, westbound I-376 off-ramp to Business Loop 376 West/Moon (Exit 57) will be reduced to a single-lane lane through mid-November. The ramp will remain open as crews conduct roadway reconstruction work.

Other restrictions in that area include:

▪ Intermittent single-lane restrictions eastbound (inbound) between Beaver County line and the McClaren Road (Exit 56) interchange, weekdays from 7 a.m. to 3 p.m. westbound and 9 a.m. to 5 p.m. eastbound as crews from Swank Construction begin median crossover work as part of the $66.3 million reconstruction project.

McClaren Road, Findlay — McClaren Road closed between Garden Lane and Mustang Drive through mid-November so crews from Golden Triangle Construction to conduct road reconstruction and bridge repairs.

Toll 376 (Findlay Connector) — Limited to one lane in each direction between exit 2 at Route 30 and exit 4 at Westport Road through mid-November. The restrictions will allow crews from the Pennsylvania Turnpike Commission to install electronic tolling equipment as the system switches to cashless tolling.

The change is in preparation for cashless tolling on the next segment of the Southern Beltway under construction in western Allegheny and northern Washington counties.

Route 60/Thornburg Bridge — A long-term single-lane restriction eastbound on the Thornburg Bridge over Chartiers Creek through mid-November for concrete deck repairs.

Middle Road, Shaler/Hampton — Road reconstruction work from Saxonburg Boulevard (Shaler) to Harts Run Road (Hampton); works consists of base repairs, patching and road reconstruction and drainage.

Glenwood Bridge — The next phase of the $17 million Glenwood Bridge interchange rehabilitation project involves the following restrictions:

▪ Around-the-clock single-lane restriction through November in each direction of Route 885 for bridge work over the northbound Route 837 ramp to southbound Route 885. One lane of Route 885 will remain open in each direction.

▪ Around-the-clock single-lane closure on northbound Route 885 in the area of the closed southbound Route 837 ramp to northbound Route 885, through November. One lane will remain open on northbound Route 885.

▪ Route 837 traffic to southbound Route 885 will detoured at the Hot Metal Bridge, but southbound Route 837 traffic may continue to Becks Run Road.

▪ Also, four weekend closures will occur. PennDOT says more information will be provided once the closures are scheduled.

Andy Warhol Bridge — Closed to vehicular and pedestrian traffic through November as part of $25.4 million rehabilitation project. The Rachel Carson Bridge (9th Street) will be used as a detour. The Carson Bridge is expected to be rehabbed in 2018 and the Clemente Bridge in 2020.

I-376 cashless tolling — The Pennsylvania Turnpike Commission has begun using cashless tolling on a stretch of Interstate 376 known as the Beaver Valley Expressway.

The 16.5-mile tolled portion of Interstate 376 between Chippewa and New Castle will have no toll collectors. Motorists who don’t have an E-ZPass transponder will have a photograph taken of their license plate and receive a bill once a month similar to a credit card payment with 20 days to pay. The billing cycle will start the first time a driver goes through the toll booth without a transponder and a bill will be issued 30 days later. Users of E-ZPass will have fares deducted from their account as usual.
