Longtime state Rep. Richard “Rick” Cessar, who represented the North Hills for more than 20 years in the state Legislature, died on Tuesday. He was 93.
From 1971 to 1994, Mr. Cessar served as the representative for the 30th District.
During his tenure, Mr. Cessar was elected leader of the Republican caucus and majority whip.

He previously served as a police officer in Etna for 17 years.
