The former administrator at Mt. Lebanon Rehabilitation and Wellness Center appeared briefly by video in federal court on Wednesday for her arraignment, during which she entered a standard not guilty plea to conspiracy, health care fraud and obstruction charges.
Susan Gilbert, 60, appeared before U.S. Magistrate Lisa Pupo Lenihan, who allowed her to remain free on bond pending trial.
Ms. Gilbert is accused of directing staffers to falsify records to make it appear that the facility had met federal and state staffing requirements.
Prosecutors say that Ms. Gilbert and other conspirators, as yet unnamed, deprived clients of patient care by using inflated nursing hours and falsified time cards, among other schemes, from October 2018 to February 2020.
Ms. Gilbert was indicted Feb. 24, about six months after the FBI executed a search warrant on the Mount Lebanon home and at Brighton Rehabilitation and Wellness Center in Beaver County. Both are owned by Comprehensive Healthcare.
