Inside out: In 1795, Bellevue’s fate hinged on the birth of Frankie East. Residents petitioned a state court for independence from Ross because they were not seeing as much development as the rest of the township. When the petition was filed, Bellevue had 33 property owners and 299 residents — one too few for the filing to be recognized. Frankie’s birth, at the family home at the corner of Lincoln and Florence avenues, brought the population to 300, and won Bellevue its independence.

Located 4.5 miles from Downtown, the borough today has a population of 8,335 living in just under 1 square mile. Its business district along Lincoln Avenue features a variety of retail, car dealerships, hardware stores and bakeries. The borough also has a public park, the Andrew Bayne Memorial Library and many large old churches including the Church of the Assumption with a pair of domed spires. The median income was $38,702 in 2013.

Notable Bellevue residents include Sam Parks Jr., 1935 winner of the U.S. Open golf tournament, “Amazing Spider-Man” comic book artist Ron Frenz and former U.S. Rep. Thomas McKee Bayne.

Bellevue voted to stay “dry” after prohibition but residents recently overturned the decision by referendum in May 2015.

Average SAT scores: Verbal, 505; Math, 478; Writing, 469

Taxes: Real estate taxes on a house assessed at $100,000 are $3,440.67; but the median assessed property value for 2015 is $92,250, with a yearly tax bill of $3,174.
