Why didn't Ryan Clark win comeback player of the year in 2008?

Question: How is it that Ryan Clark did not win comeback player of the year in 2008? Wasn't Chad Pennington the winner that year? And he came back from a "bad year," nothing close to death. Wasn't the award designed for a return from an injury?

BOUCHETTE: I voted for Clark in that AP balloting and I'm with you. I believe the award should go to someone who returns after an injury, etc. However, they do not stipulate that when they ask you to vote. Tommy Maddox won it in 2002 basically for coming back from the professional death, although he also might have received some votes because he was carted off the field in Nashville on a stretcher. Rashard Mendenhall actually should be a candidate this season because of his injury last year but the award usually goes to someone whose career has been a little longer.
