A power failure at the Armstrong Tunnels at the start of today's afternoon rush was snarling traffic in the area.

Police were dispatched to control traffic.

Causing problems shortly before that was the arrival of Vice President Joe Biden for a fund raiser. That prompted police to shut some Downtown traffic, and the effects were felt on Banksville Road leading to the Fort Pitt Tunnel.
