The McKeesport Area School District's final board meeting was a whirlwind of activity last night, with the board passing a $59.1 million budget, lowering taxes a full mill and promoting Assistant Superintendent Dr. Michael Brinkos to the district's chief administrative position.
The district's 2009-2010 budget passed by just a one-vote margin, with some board members voicing their opposition to the district lowering the tax rate to 16.71 mills, making it the lowest among districts in the county.
Board president Lori Spando, vice president Joseph Chiaverini, and board members James Brown, David Donato and Christopher Halaszynski voted for the budget. Members Barbara Stevenson, Steven Kondrosky, Wayne Washowich and Joe Lopretto voted against it.
The tax decrease comes in the midst of the beginnings of a master plan that will cost at least $43 million. That plan includes the construction of a new elementary and intermediate school.
Current Superintendent Dr. Shirley Golofski said "taxpayers would be doubly punished" because less tax revenue could be diverted to pay for the district's capital projects, increasing the amount of loans the district will have to take out.
The board's appointment of Dr. Brinkos to the superintendent's position was far less controversial, with the board voting unanimously to promote him.
Dr. Brinkos replaces Dr. Golofski, whose June 30 retirement marks the end of a 38-year association with the district.
Dr. Brinkos, who grew up in the area and was educated in the district, previously had served as director of special education.
