New township manager takes post in Upper St. Clair

Matthew R. Serakowski is the new township manager of Upper St. Clair.

He started his new job on May 6 after being hired by the township's Board of Commissioners.

Mr. Serakowski replaces Douglas A. Watkins, 55, who retired in January for health reasons after 25 years as manager.

Since that time, the managerial role had been filled by acting township manager Mark S. Mansfield.

"[The appointment of Mr. Serakowski] was the result of a long, exhaustive search. The commissioners and staff are looking to move the township forward with the cooperation of all involved," board President Ched Mertz said.

Mr. Serakowski, 39, began with the township in 1993 as chief inspector and zoning administrator. Most recently, he served as assistant township manager and director of planning and community development.

He and his wife, Joann, and their three children live in Green Tree.

Mr. Serakowski holds a bachelor's degree in economics and public finance from Allegheny College, in Meadville, and a master's of public administration from the University of Pittsburgh. He is a member of the American Institute of Certified Planners.

He said his salary details and the length of his contract are being worked out by the commissioners.

When Mr. Watkins retired, he made $131,000 annually.

Mr. Mansfield will serve as assistant township manager. His salary is $100,000.

Mr. Serakowski said his goals as manager include continuing to provide the first-rate service that the residents have come to expect.

"Also, we are moving forward on the new recreation center and aquatic center, and we are excited about its construction, and looking forward to opening it up for the community in spring 2009," he said.

He is also eagerly anticipating the opening of the ballfields in the Boyce Mayview area next to the new recreation center, which has yet to be constructed.

As manager, he will oversee a staff of 150 to 200 employees, including the emergency medical services, police, public works, recreation and administration.

Upper St. Clair has a popular of about 21,000.

"I'm looking forward to the challenge," he said of his new role.
